PROPOSAL – KCD Financial Guarantee Program
The Kent Conservation District is proposing instituting a Financial Guarantee Program for new approved sediment and stormwater projects under the State of Delaware 5101 Sediment and Stormwater Regulations. The supporting documents can be viewed here:

A public hearing will NOT be held unless the District Board of Supervisors receives a meritorious request for a hearing within 30 days of date of this notice November 5, 2025. A request for a public hearing shall be in writing and show familiarity with the proposed financial guarantee documents and a reasoned statement of the programs probable impact.

A Residential Permit Application is required for residential land disturbances less than 5 acres.
